Institutional Strengthening

  
To ensure that the DDCs are geared to cater to multi-sectoral people-centred development, the Programme supports the DDCs to strengthen their institutional and professional capacity to plan, monitor and coordinate various district-level development activities.

Organisational Restructuring

As part of Management Support component, PDDP has supported the organisational restructuring of the DDCs. The DDCs now have four sectoral programme sections overlooking: Agriculture & Industry Support, Physical Infrastructure Development, Social Development and Information, Research & Publication. These sections support the DDC’s capabilities in tackling with sectoral issues for sustainable district development. Each section has a programme officer who facilitate the DDCO in its programming and management function by using proper planning tools & techniques to prepare the district’s situation analyses and planning & monitoring processes.

Human Resource Development Unit

The DDCs have incorporated HRD Units within their institutional structure in order to bridge the gap that exists between increasing developmental inputs and the lack of enhanced skills and expertise in the people who support local development. Districts have prepared HRD Policies, Guidelines and have begun to identify their HRD needs and gradually address them.

  

Equipping the DDCs for Local Development

PDDP has made provisions for the installation of a computerised Accounting & Financial Management and Monitoring package. The package incorporates the provisions and formats of Financial Regulation of LSGA. This will assist the DDCs to maintain financial transparency while monitoring various projects implemented by them.

In order to make the DDCs’ management more professional and less time-consuming, PDDP has furnished them with vehicle, computer, fax and xerox machines.
