Support to National Policies

PDDP offers an excellent platform or entry channel for the incorporation of SHD ideas into the development plans of the districts, with overarching impact on the national development plans. The programme provides feedback through research, information linkages to the National Planning Commission and the Ministry of Local Development to formulate and improve policy to strengthen and promote decentralised local governance in Nepal.

Linking Ideas to National Polices 
Through SHD Research, PDDP works with the groups in civil society, VDCs, DDCs and the central agencies to help formulate polices on vital issues such as poverty alleviation, employment generation, environment management and women’s development; on innovative methods and case studies of local efforts to enhance sustainable local development. Feedback on the outputs of these research studies is provided to NPC and MLD to assist them to formulate or improve relevant policies on decentralised local development.

Supporting Decentralisation Policies

  • DDP provides feedback to central policy makers and assists the government to formulate/improve policies to help local authorities strengthen sustainable and decentralised local development.
  • It helps to institutionalise the decentralisation process by orienting the policy makers and local development actors on the principles of participatory & decentralised governance.
  • It offers technical support to national institutions like ADDCN to urge the government to push through policies on decentralisation.
  • It organises national seminars, consultative workshops, field visits and study tours for policy makers.
  • It helps disseminate on participatory governance through its various publications.
  • It provides support to the government to further elaborate and operationalise Local Self Governance Act, 1999 and to fast-track its innovative provisions, so as to help enhance (a) the capacities of the DDCs to assume sectoral functions, and (b) internal revenue base through local taxation etc.
