Settlement Level
Members of the community make a prioritised list of their most-needed development
programmes. |

.VDC Level
Village Advisory Council Meetings screen the lists of programmes submitted by various
settlements under the VDC. Programmes are then prioritised with preference being given to
those programmes that benefit more communities. |

Ilaka Level
The Ilaka Level Workshops discuss the programmes submitted
from the village level. These plans are screened & prioritised through participatory
discussions between representatives of the various line agencies, local authorities and
the beneficiaries before being sent to the DDCs. |

DDC Level
The prioritised lists of programmes from the Ilakas
are analysed by the DDCs four Sectoral Units. These lists are then discussed and
approved by the District Council where after necessary discussions, they are incorporated
into a single annual District Development Plan. |

Central Level
The District Development Plans are forwarded by the DDCs to the National Planning
Commission and the Ministry of Local development. These plans help policy makers approve
& allocate national budget. |

Periodic Plans
As per the LSGA, the DDCs and VDCs have to prepare periodic plans and define their long
term vision and goals. PDDP offers technical assistance to the DDCs to help them prepare
periodic plans. |
