LDF PROGRAMME IN PDDP DISTRICTS

Local Development Fund (LDF) has been implementing its programmes in four PDDP-supported districts (Kavre, Achham, Kaski and Rupandehi) since late 2000. LDF focuses mainly on supporting programmes strengthening rural infrastructure. The participating districts have already submitted the Project Funding Matrices (PFM) and first installment to the districts was released as per the MoU and LDF operational guidelines.

The amount was transferred based on contributions deposited from the districts. Three DDCs (Kavre, Accham, and Kaski) have already started implementing LDF funded projects. Rupandehi DDC has yet to start their activites.

A total of 376 projects were selected from eight districts (PDDP and LGP), for LDF. Among those, 119 projects were from PDDP districts. The selected projects came through participatory planning process. The nature of projects proposed from the districts for LDF are basically drinking water supply, rural transportation, school support, irrigation, drainage improvement and HRD centre construction.

Based on PFMs that were submitted, PMU has released 45 percent of the allocated budget in first installment for an amount of US$ 324,310 to the eight districts. The statements of disbursement are as follows:

Hurray for a Health Centre!
 

The people of Methinkot VDC in Kavre had to walk all the way to Dhulikhel, which is almost 21 kms away, if they got sick. Many times people have had to lose their lives due tos lack of health care providers or a health post in the village. Keeping this in mind, LDF is supporting Amardeep CO to build a primary health care centre in the village. The CO, which is a mixed group of 35 males and 43 females, has formed a committee to supervise the construction of the health centre. The VDC and Amardeep CO will take care of the upkeep of the health centre once it starts functioning. Once the health centre is complete, a total of 5101 people of which, 2554 are male and 2547 are female from 887 households will benefit from it. The COs have pledged to put in work worth Rs. 54,000. The rest of the funds is coming from:

Status in the Districts:

Kaski

Kaski DDC has formed a recommendation committee to distribute Maturity Certificates to COs. This was done under the chairmanship of DDC Vice Chairperson. The Field Officer, Women Development Officer and Deputy Team Leader of LTFB are the other members of the committee. Kaski DDC had selected 43 projects through participatory planning process as per LSGA. Of these, nine are focused on women and disadvantaged group (DAG). Kaski had an agreement with eight Users Committees (UC) and as a result released 40 percent of the estimated amount during the first installment. The DDC contribution in PFM is 11.1 percent of the LDF grant.

  

Achham

Achham DDC had submitted two PFM, however the amount quoted was lower than allocated fund. Out of 75 VDCs in the district, 42 have submitted proposal for LDF funding. Similarly, 44 projects were selected from 37 VDCs. Of them, 13 projects were included and submitted in PFM.

  

Kavre

Kavre DDC deposited Rs. 650,000 as DDC contribution. The participating VDCs deposited Rs. 11,51,910 as their 10 percent contribution for VDC level projects. Out of 22 UC, Kavre has already disbursed the first installment to 21 UCs. In Kavre, five projects are 75 percent complete while three have been completed 50 percent.

  

Rupandehi

Out of the 15 VDCs participating in LDF, Rupandehi DDC has formed UCs in nine VDCs. It was the last district to deposit DDC contribution and thereby getting funds from LDF Kathmandu. Out of those funds the DDC has allocated 39.8 percent of the budget to 19 women and DAG focused projects. Out of the 44 micro-projects in the district, 20 were on rural transport, which is higher than other districts.
